  The incestuous links between NGOs and states and transnational http://www.voltairenet.org/article163755.html

To conduct their work, humanitarian NGOs courting big donors: transnational corporations and states. This proximity encourages profiteering leaders and the politicization of the major causes. Slowly, some associations to derive targets unrelated to their official goals. Julian Teil explores this evolution through several examples.Many international solidarity programs are preferred by inter-governmental organizations, followed closely by NGOs and the media. Some of them do not seem to represent the values and ideals they claim. A brief overview can decipher some relationships that are forged. We focus here on a concept born in the 90s and a solidarity program under development. This is not to acknowledge the different actors and intermediaries of these programs, but to investigate the reports that are maintained in order to prepare an overview of the context in which they undertake.

André Santini, principal author of this law, was vice-chairman of the parliamentary study group on water issues. This close to Charles Pasqua was also vice-president at General Council of Hauts-de-Seine, Union President of the waters of Ile-de-France (SEDIF) and the Committee Seine Normandy Basin.  Water management in the Ile-de-France has been given until 2010 Generale des Eaux, Vivendi Environment reputation, and Veolia.  Committee Seine Normandy Basin, head of water in the region, Mr. Santini is assisted by a vice-president, Paul-Louis Girardot, also chairman of the Supervisory Board of Veolia Water and Vice-Chairman of Directors of Veolia Environnement.  Veolia Environnement in 2006 launched his independent assessment committee to "enrich the strategic vision of Veolia Environment. It includes among others Jean Michel Severino, Director General of the French Development Agency (AFD) and Philippe Leveque CEO of Care France. France enjoys Care Partnership in force through the Oudin-Santini Law and thank the various water agencies and the general council of Hauts de Seine in its report of 2009.  First recipient of the law Santini and first cooperation partner of 92, SOS Sahel is dedicated to greening the desert. It was after the great drought of 1973-1974 that Léopold Sédar Senghor, then President of Senegal, asked the French civil society and Africa to create an association to fight against famine. Thus was born in Dakar in November 1976, SOS Sahel. The NGO Action Against Hunger campaign for "ratify [the law Santini] at the European level (in order to help more people to have access to water and sanitation and this in agreement with the objectives Millennium) [5]. This proposal should be serious criticism insofar as it is to legalize the practice across Europe remains tort in many states.  Action Against Hunger is an international association founded in November 1979 under the name Action Internationale Contre la Faim (AICF) under the auspices of intellectuals whose Atlanticist Francoise Giroud, Guy Sorman, Jacques Attali, Bernard-Henry Levy. Jean Guyot, who joined Lazard in 1955, is the founder and first president of the NGO CARE France. Guy Sorman explains: "David-Weill wanted us to check this. But at the time, that exchange control was difficult to transfer funds between the United States and France. We have therefore decided to create a U.S. subsidiary "[7].  Thus, links between local communities, NGOs and generous patrons seem tainted by ulterior motives political or business far removed from ideal viewing. 

The Global Water Initiative and the Water Efficient Maize for Africa  In 2007, a generous offering of 15 million dollars annually over 10 years to a group of NGOs for long-term actions to promote access to water. This is the Global Water Initiative (GWI).  The project is conducted in Burkina Faso, Mali, Niger, Senegal and nine other countries in Africa and Central America. It aims to provide communities with sustainable access to safe water and sanitation, especially access to water for the needs of rural production.  Seven NGOs involved in the GWI:   Action Against Hunger / Action against Hunger (AAH / ACF)   CARE [8]   Catholic Relief Services (CRS)   The World Conservation Union - IUCN   International Institute for Environment and Development (IIED)   Oxfam America   SOS Sahel. [9]  The program has been shaped by David White (Director of Operations Action Against Hunger USA) in collaboration with the Howard G. Buffett Foundation, which funds the project in its entirety [10].

The projects for reforms in the mining industry initiated by (ousted) President Manuel Zelaya said that for the time being there would be no more mining exploitation or exploration of mines in the country. This was a severe blow to those who were trying, at the time, to mine gold out of our territories. As a result, the Mining Association of Honduras played a determinant role in the Honduran coup. The coup was mechanized by the huge transnational companies that had investments in the mining sector in Honduras.

Telecommunications Commission retracted a December decision to shut down an indigenous radio station. The commission, known as CONATEL, had previously determined that the “The Voice of Arutam” was responsible for inciting indigenous protesters to violence during a strike in September 2009 that cost the life of an indigenous bilingual teacher, Bosco Wisum.  One indigenous politician called the earlier decision “a Christmas present to Canadian mining companies” operating in the southern Amazonian region. Companies hoping to open up the area to gold and copper mining, such as Vancouver-based Corriente Resources, were the focal point of local protests in September. Corriente recently announced its sale for $653 million USD to a Chinese joint venture between the Tongling Nonferrous Metals Group Holdings Co. Ltd. and the China Railway Construction Corporation. 

“The Voice of Arutam” is a Shuar indigenous radio station believed to be the only broadcaster critically informing listeners about the possible impacts of projected oil and mining extraction in the southern Amazon. Its bilingual programming in the Shuar language and Spanish has also provided important services to remote indigenous communities for decades. Arutam is the name of the Shuar spiritual guide.

Colombia's Congress has requested that the Ministry of Defense invest in more sophisticated weaponry, due to the country's current turbulent relations with Venezuela.Vice President of Congress Santiago Castro suggested an investment of up to $3 billion to improve Colombia's air force, due to the country's supposed vulnerability to air attack by its socialist neighbor.

"Colombia cannot enter into an arms race... But the Plan of Purchase must be changed this year," said Castro.After allegations that a Venezuelan military helicopter entered Colombian airspace this week, the vice president of Congress argued that, "If next time we do not respond to these provocations we will be giving the erroneous message that what we are demonstrating is not caution but weakness."

"Venezuelan pilots must know that if they cross the border they will be in danger ... A Venezuelan military helicopter entering Colombian airspace is a military aggression and a provocation," he added.Congress is currently awaiting the results of a discussion on the measures to be taken by the Colombian government in the face of external military aggression, in terms of military, political, economic and national security policies.
